The vegetation data asset is very similar to the Village Object but is split into multiple categories (Big Rocks, Trees, etc) this way you can swap a biome by changing just one file.
The order above also represents the order of priority. The Big Rocks spawn first, then in the remaining space the trees will spawn, then the bushes, and so on.
Big Rocks > Trees > Bushes > Small Rocks > Flowers > Grass
Not that the grass is currently disconnected for performance reasons and will be added once PCG gets the Micro-Scattering update currently in the roadmap.
